Gemabisnis.com, JAKARTA – Komite Anti Dumping Indonesia (KADI) pada Senin (1/9) telah memulai penyelidikan antidumping terhadap impor produk canai lantaian dari besi atau baja bukan paduan (Hot Rolled Coils/HRC) dari perusahaan asal Tiongkok Wuhan Iron & Steel (Group) Co., atau WISCO.
Produk tersebut masuk dalam 18 pos tarif, yaitu kode harmonized system (HS) 7208.10.00; 7208.25.00; 7208.26.00; 7208.27.11; 7208.27.19; 7208.27.91; 7208.27.99; 7208.36.00; 7208.37.00; 7208.38.00; 7208.39.10; 7208.39.20; 7208.39.30; 7208.39.40; 7208.39.90; 7208.90.10; 7208.90.20; dan 7208.90.90 berdasarkan Buku Tarif Kepabeanan Indonesia (BTKI) 2022.
KADI Chairperson Frida Adiati revealed that this investigation is a follow-up to a request submitted by PT Krakatau Posco, representing the domestic industry (IDN). The investigation request was also supported by four other domestic industry players: PT Krakatau Steel Tbk, PT Gunung Raja Paksi, PT Java Pacific, and PT New Asia Internasional.
“The results of a review of the adequacy and accuracy of the initial evidence conducted by KADI found strong evidence of suspected dumping of HRC imports from WISCO. We found material losses to the domestic industry and a causal relationship between the losses and the dumping,” Frida said in a written statement on Monday (September 1).
The antidumping investigation will be conducted within 12 months. If necessary, it can be extended to 18 months. This provision is in accordance with Government Regulation No. 34 of 2011 concerning Antidumping Measures, Countervailing Measures, and Trade Safeguard Measures.
Imports of HRC products from China have been subject to Anti-Dumping Import Duty (BMAD) since 2008. This imposition has been extended three times, most recently through Minister of Finance Regulation (PMK) Number 103/PMK.011/2024. In the PMK, WISCO is subject to BMAD of 0%, or can be interpreted as de minimis to be exempt from the imposition of BMAD. However, in the implementation of BMAD, the share of HRC imports from China to total Indonesian HRC imports continues to increase, from 23.49% in 2023 to 31.58% in 2024.
Frida added that KADI has conveyed information regarding the commencement of the above investigation to interested parties, including domestic industries, known importers, exporters and producers from China, the Embassy of the Republic of Indonesia in China, and representatives of the Chinese government in Indonesia.
KADI also invites all parties related to the investigated product to participate in the investigation.
